Resolved multiple publish issues on ARA Board, not allowing duplicate names to be published, and only allowing original publisher to update a published card. Resolved promotion cards being displayed as such regardless. Removed 'alert' for successful comment publish, etc.

added filter for kicked/banned cards on AdminBoard, and added check for PENDING transactions

looks good to me, I'll definitely add it, but I've recently added another type of filtering to the board, so I'll have to fit that in with the one I added, I haven't pushed the new code yet as I've been extremely busy, but thank you for the PR.

Many new features to handle all GROUP_APPROVAL transactions, creation and approval. All tested on the DevNet in versiuons 0.74-0.83, as such this is 0.84. See details in the General Room of the forum on page 15.
