Fabio Berger 25f62daf14 - Rename watch to watch_without_deps in sub-packages, so dev's don't confuse running watch from root dir, with sub-package dir

- stop using special prebuild script name and run pre_build steps for `watch` and `build` commands
- Remove `clean` step from `build`/`watch`

If you don't have yarn workspaces enabled (Yarn < v1.0) - enable them:

yarn config set workspaces-experimental true

Then install dependencies

yarn install

To build this package and all other monorepo packages that it depends on, run the following from the monorepo root directory:

PKG=@0xproject/utils yarn build

Or continuously rebuild on change:

PKG=@0xproject/utils yarn watch

yarn clean

yarn lint
